First State Summer Tourney
DFHA is hosting its First State Summer Tourney, a one-day event with local teams across the region, at Rullo Field, University of Delaware, on June 29 from 8 a.m.-1:30 p.m.
Format
Gameplay is 11v11, co-ed with up to three male players on the field at a time. Goalies are gender-neutral.
Games are 30-minutes straight play. Teams have 5 minutes to enter and exit the field between games. Teams must be ready to enter or exit the field as soon as the horn blows to keep game play running on schedule. Fields will be watered for 20 minutes intermittently throughout the tournament. A horn will start and conclude all games at the tournament. Each game will have two referees. A trainer will be available on the field for any sports injury.
Top teams will play in a playoff/championship game.
Rules and Modifications
- Referees will be using FIH Rules.
- Each game will have two referees.
- Home Team (the team listed first on the schedule) wears white, Away Team (the team listed second on the schedule) wears dark. Jerseys can remain one color as long as it does not conflict with the opposing team.
- There may only be three male players on the field at a time.
- Goalies are gender-neutral.
- Games are 30-minutes straight play. No halftime, breaks, or timeouts.
- A horn will start and conclude all games at the tournament.
- There will be no stoppage time for any games or injuries except for the Championship and 3rd place final match.
- The fifth place team in pool play will be eliminated and will not continue to playoff/championship game.
- The first and second seed team will play in a Championship match, the third and fourth seed team will playoff for third place.
- Scoring: Wins = 3pts, Ties = 1pt, Loss = 0pts.
- Tie breaker: 1) goal difference 2) goals against 3) goals for. If still tied, there will be a three person shoot out with golden goal after the first three shots conclude. Only one male player may participate in the shoot out.

Free parking will be available directly in front of or past Rullo Field behind the Bob Carpenter Center.

Emergency Action Plan
LIGHTNING
Per University Policy. whenever lightning is detected within 10 miles of the event area all outdoor activities must stop and participants must move indoors. Outdoor activity may resume when there has been no lightning within 10 miles of the event area in the last 30 minutes. The event manager is responsible for monitoring lightning conditions and notifying event staff and participants if there is a need to shelter.
- When lightning is detected within 30 miles or less from the event area: Notify all event staff of the lightning and the potential need to move participants indoors.
- When lightning is detected within 10 miles or less from the event area: Stop all outdoor activities and direct all participants to the nearest building.
- Resuming the event: The event can be resumed when there has been no lightning detected in the last 30 minutes within 10 miles of the event area.
Event managers and appropriate event staff should consider downloading a lightning detection app onto a smartphone to help track weather conditions.
TORNADO / SEVERE WEATHER
In the event of a Severe Thunderstorm Warning, Tornado Warning, or other significant weather during an outdoor event, the Event Management should implement the following response measures: Direct all event participants indoors and away from windows/exterior walls. Monitor a NOAA Weather Radio, local news stations, radio stations, or weather-related social media for updates on weather conditions. Do NOT go outside or near windows until the Warning has expired or been cancelled by the National Weather Service.
